Ulrich's Periodical Directory will indicate if a journal is open access. Search the journal's title and look for the open access icon icon. (Ulrich's will also indicate if the journal is refereed/peer-reviewed.)

Another source is the Directory of Open Access Journals. Search the journal's title and if it is listed in the results, it is an open access journal.
