Some satellite ISPs use compression and caching to speed up their service. These methods can be incompatible with proxy systems like Off Campus Access, resulting in pages of gibberish being displayed. Here are a few possible solutions:

Turn off acceleration

Some ISPs allow you to temporarily turn off their acceleration technology (compression and caching) for some sites. Turning it off should restore functionality.

Try the VPN

You can also connect to the campus network with the VT VPN. If the VPN works with your ISP, you should be able to access library materials again.

Try changing your text encoding

Some browsers like Firefox let you change the text encoding of the page you are displaying. Try switching to UTF-8 or one of the Western options to see if your page displays correctly.
