Not for overdue books or fines owed to the library. However, once those fines are over $20 and over 30 days past due, they are sent to the Bursar's Office. The Bursar is the office that can put blocks on your account. Once fines are sent to the Bursar, you'll need to deal with them to resolve blocks.
